The South Coast Conduit (SCC), a 26-mile long pipeline, was constructed by the US Bureau of Reclamation to provide a reliable source of fresh water for residents in Santa Barbara County from Goleta to Carpinteria. Cachuma Operation and Maintenance Board (COMB) is responsible for safely operating and maintaining the SCC and related structures which exist easements running the length of the pipeline held by the US Bureau of Reclamation. 

COMB has established a Land Use Authorization (LUA) Process for all development activity proposed inside any land held in easement or in fee in order to ensure protection of, and access to, the SCC.  In certain situations, COMB will advise on and issue permits directly for Land Use.  In situations where permanent structures are proposed within easement land, COMB will work directly with the land owner and Reclamation to ensure security of the SCC.
